DRAFT MAIL TO MCI-5

New Delhi.

Respected Sir,
Subject : NEET – UG Exam 2012.
With reference to above subject, we came to know that MCI is going to impose Common Entrance Test for admission in MBBS from May’2012. As a parent of a 12th std student I request you to notice following points.
It is too late to implement new course and syllabus in the mid of academic year, and it also on basis of 11th & 12th std curriculum, hence almost 1½ year studies completed.
It also announced that the exam will be in Hindi or English languages only. What about the student who studies in regional languages.
No text books or reference books outline in your proposed syllabus. Hence how will the student get prepared in their most crucial year of studies?
At every stage of ruler area no one either student or teachers are aware for the NEET-UG exams and also the teachers are not capable to teach students in such short period of time.
Hope MCI will find genuine way by not implementing NEET-UG for at least 2 years.

  1. 1. In NEET – Undergraduate Medical Entrance there is a common syllabus, single exam, one result. Medical Council of India (MCI) has agreed to reserve 85% seats as State Quota when the demand raised by different stated Govts in MCI meeting.
    In West Bengal, Tamil Nadu and some other states there were District-wise reservation in middle of sixty’s decades for admission to a medical college which was struck down by Supreme Court on the ground that the object of the selection of candidate for the admission is to select the best possible talent from the entire state, having regards to efficiency required for medical profession. It is against Article 14 of Indian Constitution. Observation of Supreme Court are same for about two dozen of same type cases up to year 2011.

    So State-wise reservation of 85% NEET – UG medical seats for admission in a medical college through NEET is against Article 14 of Constitution.
    When there will be no state-wise reservation, in educationally backward states majority of seats in medical will be filled up by the brilliant students of other states. Provincialism will create a new problem. Throughout India there will be a problem of law and order.

    [ Equality before law The State shall not deny to any person equality before the law or the equal protection of the laws within the territory of India Prohibition of discrimination on grounds of religion, race, caste, sex or place of birth]
    2. The recent published (dated 04/11/2011) Final Syllabus by Medical Council of India for National Eligibility-cum-Entrance Test (NEET) for admission to MBBS courses across the country is not a uniform syllabus for 11th and 12th standard classes of all existing 10 + 2 Boards all over India The published syllabus for NEET in medical matches more or less 95% with CBSE 10 + 2 syllabus ; 60 - 80% matches with the others 10 + 2 boards of different states. As a result, BSE student will get extra adventeg CBSE Board students will get extra advantage in NEET-2012. It is bad-in-law.
    Sudden implementation of this class 11th and class 12th syllabus (i.e. NEET syllabus) is not a right decision. Usually 2 years minimum is required for implementation a new syllabus. Only 150 days remain for preparation of medical Entrance(s) - 2012. Higher Secondary /Equivalent Board students are going to appear/already appeared their Test exams for Final Board Exams. NEET -2012 is just after final exam. How it is possible to cover new syllabus?

    3 . Central Govt. claimed that they didn’t granted permission to MCI to held NEET. Still on dated 27/12/2010 MCI done a Gazette notification that MCI will held the NEET. Mr. Gopal Subramanium, learned Solicitor General appeared at Hon’ble Supreme Court on dated 18/02/2011 for the Ministry of Health and Family Welfare and submitted that no approval was granted by the Ministry in favor of notification.
    Further on 04/11/2011, MCI published final Syllabus for NEET-UG in Physics, Chemistry, Biology (Higher Secondary Stage). This syllabus is for National Eligibility-cum-Entrance Test (NEET) for admission to MBBS courses all over the country. MCI can never publish final Syllabus for NEET-UG without prior approval and Gazette notification of Central Govt. because it is also a part of admission procedure to MBBS. This is against law.
